On July 19, 2025, the Vietnam Food Safety Authority (Cục An Toàn Thực Phẩm) under the Ministry of Health (Bộ Y tế) officially released the Draft Revision of the Law on Food Safety (Luật an toàn thực phẩm (sửa đổi)) and launched a public consultation through its official website.
According to the notice, the consultation period is open until August 8, 2025.
This marks the first comprehensive revision of Vietnam’s Law on Food Safety (No. 55/2010/QH12) since its enactment in 2010. The update aims to address new challenges arising from the rapid development of the food industry, the growth of cross-border e-commerce in food trade, and the need for stronger coordination among local regulatory authorities.
Key Amendments Proposed in the Draft

Expanded Regulatory Scope
– Introduces new provisions governing food sales through e-commerce platforms, livestreaming, and social media channels. -
Risk-Based Supervision Mechanism
– Establishes a risk-based inspection system, enhancing coordination and division of responsibilities among relevant ministries involved in food safety oversight. -
Strengthened Business Obligations
– Requires food manufacturers, operators, and importers to comply with stricter obligations on traceability, product recall, self-monitoring, and information reporting, including sample retention and testing documentation. -
Increased Penalty Levels
– Raises the maximum administrative fine for organizations to 400 million VND, reinforcing enforcement deterrence for food safety violations. -
Clarified Regulatory Responsibilities
– Further defines the respective roles of central and local government authorities in enforcement, inspection, and information-sharing related to food safety. -
Associated Regulatory Revisions
– Initiates simultaneous draft amendments to related regulations on food labeling, inspection procedures, and administrative penalties to ensure legal consistency with the revised Law on Food Safety.
