SEOUL, South Korea — South Korea’s National Assembly has approved an amendment to the Food Sanitation Act during its plenary session held on December 2, 2025. The decision was confirmed through an official notice published by the Ministry of Food and Drug Safety (MFDS), which summarized the amendments included in the package of laws passed on that date.
According to the National Assembly legislative record for Bill No. 2211551, the amendment to the Food Sanitation Act was formally submitted on July 18, 2025, referred to the Health and Welfare Committee on July 21, 2025, and placed on the committee agenda on August 18, 2025. The legislative record documents these progress stages and confirms the bill’s movement through the deliberation process.
The MFDS official notice summarizing the laws passed on December 2 outlines key revisions made to the Food Sanitation Act. The amendment introduces mandatory GMO labeling for food products made using genetically modified raw materials designated by the MFDS, even if no genetically modified DNA or protein remains after processing. It also provides for the use of Non-GMO labeling for products that meet criteria set by the MFDS. The notice states that the revised provisions will take effect one year after promulgation.
Additionally, the MFDS notice includes parallel GMO and Non-GMO labeling provisions in the amendments to the Act on Health Functional Foods, which were part of the same legislative package passed in the plenary session.
