ON

THE DISPLAY OF NUTRITION LABELS AND HEALTH MESSAGES ON READY-TO-SERVE PROCESSED FOODS

BY THE GRACE OF GOD ALMIGHTY

The Minister of Health of the Republic of Indonesia,

Considering:

a. that excessive consumption of sugar, salt, and fat may increase the risk of various non-communicable diseases, including obesity, hypertension, cardiovascular disease, stroke, and type 2 diabetes, and therefore efforts are needed to reduce such risks through the provision of information and education to the public;

b. that, in order to provide information and education to the public regarding healthier choices related to the sugar, salt, and fat content of ready-to-serve processed foods, thereby enabling consumers to more easily select suitable and healthy ready-to-serve processed foods according to their needs, it is necessary to require the display of nutrition labels and health messages on ready-to-serve processed foods;

c. that based on the considerations referred to in points a and b, and in order to implement Article 38 paragraph (5) of Minister of Health Regulation No. 3 of 2026 concerning Disease Control, it is necessary to establish a Ministerial Decree concerning the Display of Nutrition Labels and Health Messages on Ready-to-Serve Processed Foods;

Having regard to:

  1. Law No. 18 of 2012 concerning Food (State Gazette of the Republic of Indonesia of 2012 No. 227, Supplement to the State Gazette of the Republic of Indonesia No. 5360);
  2. Law No. 17 of 2023 concerning Health (State Gazette of the Republic of Indonesia of 2023 No. 105, Supplement to the State Gazette of the Republic of Indonesia No. 688);
  3. Government Regulation No. 86 of 2019 concerning Food Safety (State Gazette of the Republic of Indonesia of 2019 No. 249, Supplement to the State Gazette of the Republic of Indonesia No. 6442), as amended by Government Regulation No. 1 of 2026 concerning Amendments to Government Regulation No. 86 of 2019 concerning Food Safety (State Gazette of the Republic of Indonesia of 2026 No. 2, Supplement to the State Gazette of the Republic of Indonesia No. 71542);
  4. Government Regulation No. 28 of 2024 concerning Implementing Regulations of Law No. 17 of 2023 concerning Health (State Gazette of the Republic of Indonesia of 2024 No. 135, Supplement to the State Gazette of the Republic of Indonesia No. 6952);
  5. Presidential Regulation No. 161 of 2024 concerning the Ministry of Health (State Gazette of the Republic of Indonesia of 2021 No. 357);
  6. Minister of Health Regulation No. 21 of 2024 concerning the Organization and Work Procedures of the Ministry of Health (State Gazette of the Republic of Indonesia of 2022 No. 1048), as amended by Minister of Health Regulation No. 17 of 2025 concerning Amendments to Minister of Health Regulation No. 21 of 2024 concerning the Organization and Work Procedures of the Ministry of Health (State Gazette of the Republic of Indonesia of 2025 No. 1128);
  7. Minister of Health Regulation No. 3 of 2026 concerning Disease Control (State Gazette of the Republic of Indonesia of 2026 No. 173);

DECIDES:

To establish:

DECREE OF THE MINISTER OF HEALTH CONCERNING THE DISPLAY OF NUTRITION LABELS AND HEALTH MESSAGES ON READY-TO-SERVE PROCESSED FOODS.

FIRST

The display of nutrition labels and health messages on ready-to-serve processed foods may be implemented by business operators that manufacture and/or distribute ready-to-serve processed foods in the form of beverages.

SECOND

The business operators referred to in the FIRST Dictum shall initially comprise large-scale business operators in accordance with applicable laws and regulations.

THIRD

The nutrition labels and health messages referred to in the FIRST Dictum shall take the form of a Nutri-Level displayed on information media.

FOURTH

The information media referred to in the THIRD Dictum may include menus, retail packaging, brochures, banners, flyers, menu listings on commercial electronic applications, leaflets, and/or other forms of information media.

FIFTH

The Nutri-Level referred to in the THIRD Dictum shall be determined based on the business operator’s self-declaration regarding sugar, salt, and fat content, supported by testing results from a government laboratory or another accredited laboratory.

SIXTH

The Nutri-Level referred to in the FIFTH Dictum consists of:

a. Level A, represented by the letter A in dark green;

b. Level B, represented by the letter B in light green;

c. Level C, represented by the letter C in yellow; or

d. Level D, represented by the letter D in red.

SEVENTH

The Central Government and Regional Governments shall conduct advocacy activities to encourage business operators to display the Nutri-Level based on testing results from government laboratories or other accredited laboratories.

EIGHTH

The provisions regarding the display of the Nutri-Level referred to in the SIXTH Dictum are set forth in the Annex, which forms an integral part of this Ministerial Decree.

NINTH

The Central Government and Regional Governments shall provide guidance and supervision regarding the implementation of this Ministerial Decree in accordance with their respective duties, functions, and authorities.

TENTH

The requirement to display nutrition labels and health messages referred to in the FIRST Dictum shall become mandatory two years after the establishment of the maximum permitted levels of sugar, salt, and fat in accordance with applicable laws and regulations.

ELEVENTH

This Ministerial Decree shall enter into force on the date of its enactment.

The Nutri-Level is determined based on the sugar, salt, and saturated fat content per 100 mL of ready-to-serve processed food in beverage form.

Notes

  1. Level A represents lower sugar, salt, and fat content than Level B; Level B is lower than Level C; and Level C is lower than Level D.
  2. Level A products must not contain food additive sweeteners (natural and/or artificial sweeteners), whether through direct addition or carry-over.
  3. Level B products may only use natural sweeteners as food additives.
  4. Levels C and D may use food additive sweeteners (natural and/or artificial sweeteners).
  5. Sugar includes all monosaccharides and disaccharides, excluding lactose.

  1. Salt content shall be determined based on sodium analysis.
  2. Fat content shall be determined based on saturated fat analysis.
  3. Nutri-Level values shall be expressed as percentages (%) based on the sugar, salt, and saturated fat content in grams or milligrams per 100 mL. For example, if a product contains 5.01 g sugar per 100 mL, the sugar content is 5.01%, which is rounded according to the rounding rules and displayed as 5% (Category B).
  4. The sugar, salt, and fat percentages displayed on the package shall be rounded values.

  1. Ready-to-serve processed foods that naturally contain no sugar, salt, or fat are not required to display a Nutri-Level.

B. Requirements for Displaying the Nutri-Level

1. General Requirements

a. The Nutri-Level shall be displayed using the letters A, B, C, and D in full.

b. The level assigned to a ready-to-serve processed food shall be determined by highlighting the letter corresponding to the highest percentage of sugar, salt, or fat contained in the product.

c. The Nutri-Level must be legible and must not touch the brand name or obscure important label information.

d. The Nutri-Level shall be accompanied by information indicating the nutrient (sugar, salt, or fat) with the highest percentage content.

2. Nutri-Level Formats

The Nutri-Level graphic, accompanied by the percentage of the nutrient with the highest content, may be displayed in the following formats:

a. Horizontal Nutri-Level graphic;

b. Vertical Nutri-Level graphic;

c. Simplified Nutri-Level infographic logo.

3. Examples of Use

The Nutri-Level may be displayed on:

a. Menus;

b. Retail packaging;

c. Brochures, banners, flyers, and leaflets.

4. Font and Color Specifications

a. Fonts

  1. Arial Black for the text “NUTRI-LEVEL”.
  2. Arial Bold for displaying the percentages of sugar, salt, and fat.
