Under the Food Act B.E. 2522 (1979), the Ministry of Public Health (MOPH) of Thailand issued Notification No. 456 B.E. 2568 (2025), establishing new labeling requirements for certain processed foods. The Notification was officially published in the Royal Thai Government Gazette and took effect on May 3, 2025, with a two-year transition period ending on May 3, 2027.
This Notification consolidates seven previously separate categories of processed foods into a single group called “Certain Processed Foods.” The affected products include:
- Brown rice flour
- Jelly, instant jelly, and jelly cakes
- Sauce in sealed containers
- Bread
- Chewing gum and candy
- Ready-to-cook / ready-to-eat foods
- Meat products
All prepackaged products within these categories that are sold to consumers must display at least the following information on their labels:
• Product name
• List of ingredients
• Allergen declaration
• Net quantity / weight
• Nutrition declaration / facts table
• Date marking (expiry or best-before)
• Name and address of manufacturer or importer
Imported foods must comply with the same labeling requirements as domestic products. The Notification aims to harmonize labeling standards for processed foods, enhancing both consumer transparency and regulatory consistency.
Implementation Timeline
• Effective date: May 3, 2025
• Transition deadline: May 3, 2027
During the transition period, food manufacturers, importers, and distributors are expected to complete label updates and relevant registrations to ensure full compliance before mandatory enforcement.
